Hyper Mode (Berserker State): In battle, Lugia flies into a frenzy and loses control. When under the influence of powerful emotion, as a bonus action, the following effects apply:

  • Shadow Moves score a critical hit on either a 19 or 20.
  • If the Pokémon is ordered to use any non-Shadow move, it may take one of the following actions instead 1d7 :
  • > Lugia may disobey and use another move (usually a Shadow move). > Lugia may turn and attack its teammate. > Lugia may attempt to use an item, even if they aren't holding one. > Lugia may hurt itself, as if it were confused. > Lugia may attack its Trainer or the opposing Trainer. > Lugia may do nothing at all. > Lugia may return to its Poké Ball, even if under the effect of Block, Mean Look, or Spider Web. (If there is no Pokémon it can switch with, it will try but be unable to switch.)
  • Items cannot be used on a Pokémon in Hyper Mode, except Scents.
  • There is a small chance it will leave Hyper Mode on its own in battle.
  • Pressure (ability): Any move targeting this Pokemon directly (non-area of effect moves) reduces its PP by two when activated.

    Actions

    Shadow Storm (PP: 5/5, Action, Center on Self, Str/Dex, Instantaneous): Lugia whips up a maelstrom of harsh winds. Each creature in a 30 ft radius, centered on a point in range (Lugia), must make a STR saving throw against your move DC, taking 2d6+0 shadow damage and knocked prone on a failure, or half as much damage without being knocked prone on a success. Targets that fail the saving throw by 5 or more become confused. If this attack is activated during rain, the targets roll their saving throws with disadvantage. If used during harsh sunlight, the targets roll their saves with advantage.   Whirlwind (PP 10/10, Action, Self(5ft radius), Dex, Instantaneous) Lugia creates a whirlwind of spinning air, increating your AC by +2 until the beginning of your next turn. When you activate this move, any creature within 5 feet of you must succeed on a STR saving throw against your Move DC or fall prone. In wild creature battles, this move can be activated to automatically count as a single success in a group DEX check to run away.   Gust (PP: 20/20, Action, 40ft, Dex, Instantaneous): Lugia creates a strong wind that batters a target in range. Make a ranged attack, doing 1d6-1 flying damage on a hit.

    Lugia, the Diving Pokemon. Lugia's wings pack devastating power—a light fluttering of its wings can blow apart regular houses. As a result, this Pokémon chooses to live out of sight deep under the sea.
